A neat hack is buried in the depths of the TortoiseSVN docs:

To create a shortcut to launch the repository browser in a particular repository:

"C:\Program Files\TortoiseSVN\bin\TortoiseProc.exe" /command:repobrowser
 /path:"url:to/your/repository" /notempfile

I like to include the shortcut in the trunk.
